
Why Retailers Chasing Parallel-Market FX Sometimes Raise Prices Before They Have To

A recent academic study on food retail pricing in a volatile, multicurrency economy looks at a specific and underexamined behavior: shops that source foreign exchange from a parallel (informal) market often raise shelf prices before their own restocking costs have actually gone up.[1] That's worth unpacking carefully, because it's easy to overstate what one study of one sector in one market shows.
What did the study actually find?
The research examines food retailers operating in a multicurrency, high-volatility setting where official exchange rates and parallel-market rates diverge.[1] Its core finding is that retailers who rely on the parallel market to source foreign currency for imports tend to adjust prices preemptively when they expect the parallel rate to depreciate faster — rather than waiting until a new shipment actually costs more in local currency.[1] The mechanism described is expectation-driven pass-through: the shop isn't reacting to a cost increase that already happened, it's pricing in a cost increase it expects to happen by the time it needs to restock.[1]
That is a meaningful, plausible finding, and it lines up with what many small retailers in volatile-currency economies describe anecdotally: pricing decisions driven as much by where the currency is headed as by where it currently sits. But it's one study, focused on one retail category (food) in one type of market structure (parallel FX access). It should not be read as a universal law of how all small shops price in all inflationary economies — sourcing channels, competition, and how perishable the inventory is all likely change the picture.[1]
Why does parallel-market FX sourcing change pricing behavior?
The logic is straightforward once you separate "cost of goods already on the shelf" from "cost of replacing those goods." A shop that buys imported inventory using currency bought on the parallel market is exposed to whatever that market does between now and the next restock. If the parallel rate is depreciating quickly and unpredictably, waiting to raise prices until the new invoice arrives can mean restocking at a loss, because the local-currency revenue from the last sale isn't enough to buy back the same quantity of foreign currency needed for the next order.[1] Raising prices ahead of that moment is a hedge against a funding gap, not necessarily profiteering — though from a customer's perspective the two can look identical.
This is also why the study frames the effect as something that can amplify inflation rather than just reflect it: if enough retailers price ahead of expected depreciation, those price increases themselves feed into the general price level, which can reinforce the very depreciation expectations that triggered the behavior in the first place.[1] That feedback loop is a pricing-and-expectations story, distinct from the formal restatement mechanics of inflation accounting.
How is this different from formal inflation accounting?
It's worth being precise here, because the two concepts get conflated often. Preemptive pricing tied to FX expectations is an operational, day-to-day pricing decision — it happens at the till and in the buying decision, not in the ledger. Formal inflation accounting, by contrast, is a financial-reporting exercise governed by standards like IAS 29, which requires entities in hyperinflationary economies to restate financial statements using a general price index so figures are expressed in current purchasing-power terms at the reporting date, along with a separately disclosed gain or loss on net monetary position.[2] A shop can be adjusting prices weekly in response to parallel-market signals long before it meets any threshold that would require IAS 29-style restatement of its books. The pricing behavior in the study is upstream of, and independent from, that reporting question.[1][2]
What does this mean for how a shop tracks its own numbers?
If shelf prices are moving in anticipation of currency depreciation rather than in lockstep with confirmed costs, a shop's own bookkeeping has to be able to answer a basic question at any moment: is this price increase covering a real cost increase, or is it running ahead of one? That's difficult to see clearly if a shop's records exist only in local currency, because local-currency revenue and cost figures can look healthy even while the shop is quietly falling behind on its ability to replace stock in foreign-currency terms. Keeping a parallel reference in a stable currency — even informally, on the same sale and inventory records — makes that gap visible sooner, which is a separate and more everyday need than formal inflation-restated financial statements.
- Track cost of goods and margin in a stable reference currency alongside local currency, not just at month-end.
- Watch the gap between local-currency sales revenue and what that revenue can actually buy back in restocking currency.
- Treat a sudden local-currency margin improvement with suspicion if the reference-currency margin hasn't moved — it may reflect FX timing, not real profit.

The formal accounting side of this space (IAS 29 and related hyperinflation guidance) is separately documented and much more thoroughly settled than the pricing-behavior research.[2] Readers should treat the pricing study as one credible signal worth watching, not as settled consensus across retail sectors or currency regimes.
Where does dual-currency tracking fit in?
None of this requires a shop to adopt formal hyperinflation accounting to benefit from clearer numbers. Recording transactions, stock values, and margins in two currencies side by side — local currency for day-to-day operations, and a stable currency as a reference — is a bookkeeping choice available to any shop, regardless of whether it ever crosses the threshold for IAS 29 reporting.[2] We built Pultrack around that distinction because most of the small retailers we talk to need the operational clarity of dual-currency records long before, if ever, they need formal inflation-restated statements.
